Based on the new rebate system introduced by the Gillard government, health insurance premiums are set to increase dramatically from July 1. If you are classified as a high income earner - for example, a single person earning over $130,000 - the rebate on your health insurance would be slashed from 30 per cent to nil.

A new survey by Choice has revealed that many families and high income earners remain confused about the upcoming means testing of the private health insurance rebate.

According to the consumer group, it will cost less to take out basic hospital cover than to pay the government's Medicare Levy Surcharge (MLS) in most cases when means testing begins.

Private health insurance provider nib is looking to prevent policy holders from dropping their cover, after the federal government passed legislation to means test the rebate currently offered to Australians.

Up to 5,000 nib customers are expected to drop their cover altogether, while another 19,600 are likely to downgrade or change their policy.

Federal health minister Tanya Plibersek has suggested that the private health insurance industry is capable of surviving the industry reform introduced by the government last week.

Appearing on the ABC's political program Insiders (February 19), Ms Plibersek stated that private health insurance will remain profitable, despite the impact that means testing the 30 per cent rebate could have.

Queensland MP Peter Slipper has expressed his regret regarding the passing of the federal government's bill to means test the private health insurance rebate available to Australians.

The former Liberal member - who was elected to the position of Speaker last year - apologised to his electorate for not being able to cast a crucial vote against the bill as it was presented in the lower house yesterday.

The federal government's plan to means test the private health insurance rebate is set to be passed through the lower house today, with independent MP Rob Oakeshott confirming his vote of support for the bill.

As part of debate in the House of Representative last night (February 14), the crossbencher said that while there were many hard decisions to be made when it came to health care in Australia, he has carefully considered the government's plan.
